If the prisoners want to smoke I don't see a problem. As long as they are buying the smokes with their own money they worked for.
Then again smokes can become a form of currency in jail. So maybe banning them from jail is the best course of action.
Then again if you only allow those who work for the smokes to have them and enforce it. Prisoners will start to want to work so they can afford the smokes.
Possibly set up times every day that those who work are allowed to smoke.
