Adult Social Apartment Building History & Civil Business Politics

A "communal" dog that anyone can pet and enjoy? What about when the dog vomits or needs to use the bathroom? Is that for anyone to clean-up and enjoy as well? I seriously hope the apartment has an employee watching this dog when it is available to the public. If it bites someone, the apartment is bound to get sued.
