The treatment of the mentally ill in Indonesia is deplorable if a report from here: Source 7b is accurate. The sad thing is this happens more often than people think especially in countries where there aren't rigid controls or laws about the treatment of the mentally ill. This is also no different from people in first world countries who do not shackle but at the same time ignore those who are mentally challenged - you may as well have shackled them.
