Sure, I agree with it. Speaking literally, of course, even a stopped clock has the correct time twice every 24 hours.

In other areas, even crazy people make sense occasionally. "Bad" people sometimes do "good" things, etc.

I agree as well. Given enough chances anyone could be right atleast once or twice a day. A broken clock still works twice a day as you put it. If you had a clock that did work and was set even slightly wrong it is always going to be wrong. Also even if yours was right there is bo garauntee the next persons is the exact same as yours.
