According to Kazakhstan news reports there were police targeting against journalists due to certain investigative incidents. Not only that, the state wishes to control what is also said in the internet, insisting on verification when you post a comment on information. I'm assuming the government wants to get rid of as much pressure as they can; more likely corruption.
