How do you know if something is not just noise as opposed to being music?

Music Considered s Sound When

I guess that is truly in the ear of the one listening. One mans definition of music to noise will be different from another. My father believes most rock music is just noise, while I love it and it is my favorite type of music. Of course if something has no beat and no purpose, then its probably just noise, but even that has a place in music like free form jazz.
