No matter how many of them you capture there are a dozen others ready to take their place. Drugs are easy to grow, manufacture and secure in the southern region. Demand has to be cut.

Easy way to tank the drug market is to legalize it and then tax it. Employers can still be free to demand that employees are drug and alcohol free in order to work for them. The taxing will help our government to fund stuff and police will not be spending so much on the war against drugs and less people will be in prison for drug possession.
This will have a domino effect and these drug cartels will have less power than they do now and thus these drug lords will be less of an issue.

I've heard that argument before but they will only create an underground for cheaper drugs plus you will have many over dose cases and drug users driving, going maniac, etc.

Yes treat it the same as we do now with the laws from drunk driving and driving under to influence. We are not going to see much more increase than we already have. Plus not to be sounding mean and uncaring but some of the over doses will weed through the herd.
