By definition of moral majority in a civilized society, criminals are mentally ill to varying degrees. Some make bad choices based on mental and emotional states, and some are predisposed towards certain bad behaviors. Nature vs nurture does apply to correct some people with these tendencies, but it doesn't eliminate it. There can be physical causes for such behaviors, but this is not the only reason for it.
All through the ages they have been trying to figure out who would be more likely to be a criminal. The fact that criminals come from all aspects of society means that it is not just the way they were raised. If we could figure out why people revert to criminal behavior then we will have a way to stop them before they start. I am not sure it is a mental illness but a societal illness. I think it is more than just brain lesions.
While there may be some that have mental disorders I think some people are just pure evil and their brain is in perfect working order but their heart is not.
