Congress Approving Funds
All the time I hear on the news that Congress approved funds for 'x', but it will be distributed for 'x', 'y' and 'z'. I do not understand this concept. Does the US government administration have the power to shift funds for what they think they need even though it was approved under the thinking that it would be used for something else?

That is a very good question. I don't think any of us have good answers for it, either. The way the US budget is created, passed, and used is truly arcane. It is also one of the most disgusting parts of US politics. Various sections of the government, not just the administration, move money around, using it in ways that the vast majority of the electorate would disagree with.

So why haven't the people made a big enough stink about it to get laws enacted that would ensure funds approved for 'x' would only be used for 'x'?

That is the general idea of what we expected in 1994, with the "Contract With America" that got the Republicans into power. However, they didn't follow through. And there is no way that the Democrats will ever even attempt to make any changes. They are the ones who put the system in place, and they are the ones who profit the most from it, as they shuffle money around in various "social experiments".
At least in my opinion.
