Mormon Difference Between Declaration & Revelation

The Manifesto issued by Wilford Woodruff ito stop Plural Marriage is called "Official Declaration 1". The "Official Declaration 2" is the announcement that the Priesthood have been extend to all worthy males regardless of their race.

Now these two issues are sensitive ones for the Church and its members, what is the difference between a "Declaration" and a "Revelation"? The Church as a general body was presented with these two declarations to vote but we were NOT presented with the actual "Revelation" of it.

Do you think a Declaration and a Revelation are the same thing? Do you think they a different? If so, what are the differences that you see?

I guess when it comes down to it they are both the same thing when the Lord is requesting it. The declaration is more of an official statement though, like for legal purposes.

Comments: The difference is "Thus saith the Lord." One is the word of the Lord directly and the other is the word of the Prophet who may be inspired by the Lord to say what he says. That may be a small difference but that is the difference that I see.
