I would say that it is attacking the practice of masturbation, or rather the teachings against it? Assuming, Fountain of Joy, is the outcome. Wasting the "seedlings" and then repent to the Bishop...it seems to fit in that category to me.

I don't think I would have figured this one out but now that you mentioned it the innuendo is very clear. So is their point that we condemn masturbation but if one is guilty of it they just need to confess to the Bishop for forgiveness? Or are they arguing that while we condemn masturbation it is really a "natural act that everyone does?" I guess I am missing the point why they feel the need to even have the card in the set.

Yes, masturbation is the topic here - seedlings - confess to your bishop - the stack. There seems to be such a focus on men especially. Women of today are also encouraged to participate, mothers, do not forget your struggling daughters as well.
