How come The Voice of the People is The Voice of God?

Good question. I believe that god speaks in the voice of the people thus the voice of god is the voice of the people. As he is the almighty he has the knowledge of the people. Thus when he speaks it is both for and in the voice of the people. That is the way I see it.
