Why did Herod initially believe that Jesus was really John the Baptist even though he was dead?

Maybe because once you kill a Prophet of God you are haunted by nightmares and hellish demons concerning what you did. I believe Herod initially did not want to kill John, but was cornered into it based on his unwise promise. I am sure when he heard about Jesus he must of though the powerful John has returned!
