What If... You Are The Head of State

Humans make interesting decisions based on pressure. Often they can be critical of others who make what they term to be 'rash' decisions, but often they do not know all the ramifications. In this Thread we will establish a scenario with you as Head of State of the country (any country) in question.

Scenario: You have just been appointed Head of State of a relatively new country. Nothing much is in place in any of the areas below and your selection of reliable Ministers / Secretaries are few in number. Which of the following TWO will you assign to your most worth Minister / Secretary to in order for there to be quick development of the people and land:

1. Infrastructure
2. Health
3. Agriculture
4. Finance
5. External Affairs
6. Social Development
7. Sport & Culture
8. National Security
9. Justice & Legal Affairs
10. Education
11. Internal Government
12. Labor

Note: Keep in mind the people will be clamoring for attention in each area above, but only two of the ones above will be taken care of with the best of resources and government input.

If What

I would first put work into the infrastructure and Education. These two are at the top of my concern.
