Immigration officials have arrested 40 illegal workers hired by military contractors in three states, U.S. Immigration and Customs Enforcement said Friday.

I think the title of the topic is misleading. The US military had nothing to do with the hiring of the illegal aliens. They were all hired by subcontractors doing work for the military.
I would find it very interesting to learn if the contractors knew that the workers were illegals. Employers face litigation if they ask if a person is an illegal alien, so it becomes difficult for the employer to know for sure.
However, I would say that if an employer even suspects that a person is an illegal alien, they shouldn't allow them to work on a military installation.

It seems like they did not know since the illegal workers were charged with identity theft, unless the contractors are expert in these things, there is no way they could know these people were not who they claimed to be.
