Sweden and the other Scandinavian countries have very low DUI rates. The consequences are high and enforced. Drivers can get 6 months in jail for blowing 0.02 and 2 years for 0.10 Police officers can stop ANYONE at random and give them a random breath test. The social stigma is very strong and also acts as a deterant.
