San Diego County's new tollway

Difficult placement, need for exact change are cited

"I've seen lines out there in the morning, at night, in the afternoon," said Jenevieve Kagaoan of Chula Vista. "I don't think a lot of people know that the machines want exact change and that it's not a toll booth where you can pay someone." The company that developed and now operates the tollway, South Bay Expressway Ltd. Partnership, said it plans to reposition or modify any machines that are difficult to reach.
