This report is kind of stating the obvious, isn't it? Do we need to hire people to "investigate" into whether evacuating people from New Orleans prior to Katrina would have saved lives?
Hope they didn't spend too much money on that report.

Virginia Tech reports gunman on campus
Virginia Tech authorities are reporting a gunman on campus and telling students and staff to remain indoors and secure doors. In 2007, a gunman killed 32 and himself and injured 25 others. Ref. USAToday

The lockdown at Virginia Tech has been lifted hours after after two people, including a police officer, were killed on campus.
The Virginia Tech police officer was shot and killed just after noon after making a routine traffic stop, school officials say.
Witnesses said the shooter fled on foot toward a parking lot. A body was later found at that lot. Virginia Tech reported on its website that a weapon was found near the body. Ref. CNN

Virginia Tech must have some kind of curse on it to have all these terrible things happening on its campus so often. Students must have been so scared when they found out about the shooting.
