There are different and should be look at differently too. I think that's one of the big problem legal immigrants face. They try to do the right thing through the legal channels but it is almost impossible yet they are treated as illegal immigrants, not fair.

Although different, I think some people see them almost the same save for illegals are generally thought of as 'in hiding' and running across a border in dirty clothes.
