The picture of the people sitting in the library with the border between them is comical really. I was thinking if that were Mexico would people be reading books like that? I agree with what was written in that report that the community never thought much about it, because if someone really dd want to cross they just have to wait til dark and go at some other location. Canada is one big border to supervise - it cannot be done realistically. I have the feeling though... the US is not really concerned with Canada that much.
