HIV Positive - No Visa

I just heard on the news that in Guyana they are making Visa Applicants take an HIV test before issuing any visas. I do not know if the US is planning to carry this over to other countries, but I think it is rather harsh to deny someone a visa just because they are HIV positive.

Visa - Positive Hiv

This is just some countries where a person needs to take an HIV test if they want to apply for an immigrant visa or a work visa:

Angola, Aruba, Bahrain, Belize, Bolivia, Bulgaria, Canada, China, Cuba, Cyprus, Dominican Republic, Egypt, El Salvador, Hungary, India, Iraq and the list goes on....

About China, it says specifically:

I do not know if this also applies for the rest of those countries.

Two things;

1. If the person is seeking better medical treatment then what are they to do?

2. If the person is a UN representative or famous celebrity will they also stand by this?

3. What is the basis for this? Is it that the US does not want people with HIV infecting others?

4. Why is there a specific list of countries, isn't a person who is HIV positive from one country the same as someone who is HIV positive from another country?

5. This is really disheartening for someone who may have become HIV positive through no act of their own such as birth, dirty needle given by careless nurse, etc.

They are supposed to since the U.S. Congress put this exclusion into the Immigration and Nationality Act itself:

Correct, they consider it a health risk.

It applies to most countries, I suppose those with great percentages of HIV are listed. Nevertheless, it seems that no matter the country or the type of visa you have once they know you have HIV you are automatically denied the visa unless you are traveling with a visa waiver (do not require visit to Embassies, etc) or the US "waved" this issue specifically in your case, meaning knowing you have HIV you are allowed to enter the country.
