Scam artists are calling and e-mailing the public, falsely claiming to be government officials, the Canada Revenue Agency said Thursday.

What I do not understand about this is how can you be fined $1,000,000, but at the same time cause $136,000,000 in trouble? It is almost like an incentive for future criminals.
