This is so clearly only about how the government can save money by making the fathers pay (I have no problem in this whatsoever), but they at least should be a bit more upfront about the real reasons instead of making it low down on the list of why naming the Father is a good idea.
I worked with somebody years ago, whose daughter refused to name her babies father, on the birth certificate it said 'father unknown', and the government held back some of her entitled benefits until she named the father (which she never did), but the point is that it caused my ex-work colleague and her husband extra financial burden.

I can see also, that it would be horrible for a rape victim, if forced to have something similar on their childs certificate, if brave enough to go through pregnancy.
