What is the quality of the building offered (example: neighborhood safety, building structure, utilities, etc.?
What are the laws governing National Housing Schemes?
If citizens can obtain apartments, and houses at a subsidized rate for rent or sale what is the procedure?

It is not popular. Most people buy their own homes after decades of savings or if they are lucky, they are giving a house by their relatives (Italians tend to have a few houses so when one of their children marry, they tend to give them one).
