I really don't agree with statements like that. The IP format was created long before the 'internet' went global, and had to do with the resources at hand at the time. If you used to many bits this would have resulted in more memory to be used on computer, routers (routing tables etc) , which would have been at a premium back in those times - around the 70's I believe. There wasn't gigahertz speed computing and not even close to couples of Megabytes of memory. As with everything, things need to be upgraded from time to time for changing needs.

Other than that, the article doesn't go into much dept as it doesn't say that the IP address isn't a flat system (where any number can be given out sequential, like from a ticket device), but a structure number system divided into classes.

Anyone care to speculate what IANA is keeping the remaining IP addresses for?

They make a big issue out of everything just like they did for Y2K, remember when everyone thought it was going to be a repeat of the classic "The Day The Earth Stood Still". If they ever run out of IPs then we will just have to do different networks.
