As far as I know negotiating with terrorists is the wrong thing to do, what is worst - releasing one that you have caught!

I sounds like the leaders are admitting that they will never win a full out war on the terrorists as they just can not manage to get them all and when they kill the leaders or small groups it is just feeding the rebellions fire to carry on. So solution is to make alliances with the leaders of the different sects and hope some of their followers fall in line. If they do not then they will have been reduced in functionality if only for a short time will they reorganize.

As far as the individuals caught doing acts like taking prisoners they should be shot on sight. Then the political leaders for that sect asked to address the rest to prevent reassurance.

It is a long hard haul of generations to over come the issues at hand for they are rooted deep in their culture but a start must begin some where and fighting with out the idea of complete annihilation of the different sects is a waste of time.

Well, if Osama is really hiding out in Pakistan as some believe then you can see why he has been able to do so for so long.
