POLICE 'POWERLESS TO ACT' ON CHILD CRIMS
Children too young to be prosecuted have been implicated in more than 8500 crimes in one year, and police say they are often powerless to intervene.

I think it is sad that a 10 year old is committing these crimes and that by the time they are 14 or 15 their lives are pretty much set in destiny. I think the courts have to start making these children and their parents be accountable for their childrens actions. A ten year old might commit a small crime ie steal a chocolate bar or trespass but only once. If the child is a repeat offender they need to be dealt with in a positive manner so as to help them see what they are doing is not only wrong but very harmful to themselves. Also the parents should be held accountable what are they doing to help their children avoid trouble.
It is a hard are to make hard fast rules as each child will response positively to different responses but they should in the end be held responsible for their actions to the courts and society.
