Awards Design Web

When it comes to art and graphics, I am at the bottom of the barrel. I do know HTML well enough to code up a simple page with some images, etc, and I've always prided myself in creating web pages from scratch in Notepad. The few webpages I've built have all been coded in simple text editors, because I have all the control over the code without all the extra embellishments.
I have heard many good things about CGI scripting and would love to learn it if I had the time. Maybe when I get my digital camera and decide to build a family website, I will give it more thought. I do enjoy Java as well, especially the mouse over effects. Applets are a different story; I have a problem with code being downloaded to one's pc in order to display or run a web-based app.
