This attached graphic shows how Page Ranking works. It is not so much about getting all those small sites linked to you as much a it is getting the big gunners. For instance CNN is considered a reputable site by search engines and has a page rank between 8-9. If they were to link to you then your page 'worth' will be increased because a site like CNN wouldn't link to you unless you had something worthwhile to 'say'.
