Ahhh, my inquisitive friend, this mystery has haunted man for years now with only few brave enough to test it first hand. Yes, you can actually get a shock from peeing on a electric fence. This idea was tested on the popular show MythBusters. The key is that you would have to pee in a continuous stream...and breakup of the stream stops the flow of electricity. This is why peeing on railroad ties is virtually impossible to wind up in a shock... It truly scares me that my mind is filled with such useless information!
