Dashcam shows nearly topless speeder

Police in the US state of Ohio say they've captured a nearly topless speeder on dashboard camera video and charged her with drunken driving. Ref. Source 2

I wonder what for them was more wrong with an ALMOST topless driver... The fact that she was ALMOST topless or that she was speeding. Sometimes news blurbs makes you wonder where the meat and potatoes of the whole thing should be.
