Weather tempers but doesn't drown out Heritage Day parade

A rainy morning and cold wind limited attendance at the 20th annual Parade. But those who did come out to support the event, which marked the end of Black History Month, brought umbrellas, blankets, scarves and plenty of enthusiasm. Ref. Source 9
