As far as I know, the homeless issue has never been a taboo subject though it is often not talked about. Much like many cased of suffering or problems the idea of "Out of sight, out of mind" is very much in effect. This isn't helped by the fact that generally most people don't really have the means to do more then work through the welfare problems available.
Especially since most in Utah have been advised not to give out money to panhandlers as this does not truly offer any long term help and because there are those who deceive or use such money for drugs or alcohol. If you do help directly. The advice it always to actually pay for a meal, never to give out money.
For the Salt Lake Temple Square area especially, the advice is to simply walk on by and not encourage panhandling.
