Girls in the U.S. Are hitting puberty at younger ages, according to new research. At age 7, about 10 percent of white girls and 23 percent of black girls had started developing breasts, compared to 5 percent of white girls and 15 percent of black girls in 1997, according to a study led by Dr. Frank Biro of Cincinnati Children's Hospital Medical Center. Very interesting. This part is what I found concerning and scary at the same time from that same article:

I don't know what is going on, but I find we are seeing more and more mental related issues with children that is also affecting their physical development.
