Here is Iowa I see motorized scooters on the roadways all the time. Whether it is legal or not? I know the police do not say anything to them.

This is a real tough one as it is a grey zone pending on cc and such. If on a roadway you need a motorcycle license so that means 16 plus. It also means it has to be safetied and insured as well as register with a current plat on it.

If any of these are not met then you fall into issues. One being the under 50cc class as they can not be licensed for the road same as 4 or 3 wheeled off road vehicles thought if they are equipped with a slow moving vehicles sign and insured you can drive on the shoulder.

The new electric bikes and motorized pocket bikes fir into non of this due to the cc being so low and are as far as I know illegal to drive on a road or sidewalk though many do. I refuse when walking to step aside for these.

We had three racing around my area would not mind but they fly down the middle of the road no helmets and are unable to even make the bend with real control so I managed to get them convinced they are being foolish and to take it else where.

We have a mall that after hours lets them go play there and a indoor go cart track they are allowed on at specific times. I feel sorry for the kids as they get these cool toys and have no place to safely use them.

Even on a farm you can not just rip and roar you have to have a marked track and could be pressed into special insurance.

Here in Trinidad we probably don't even have laws that cover that but they will probably use some outdated law that may fall under that bracket. As of now we don't have enough for it to be a problem yet. Typical Trinidad will wait until someone gets seriously hurt or killed before something happens. My thought though is that even if it may not be illegal it certainly is very dangerous and I wouldn't encourage anyone to take that chance. As you said a car park or some area designated for small 'vehicles' such as those motorized scooters is the best bet.
