Latinos on juries
Americans accused of crimes are entitled to due process under the Constitution, and that includes the right to be judged by a jury of one's peers - one composed of a cross-section of the population.
But that may not be happening in San Diego County, due to a shortage of Latinos who sit on juries. It's not that Latinos are being singled out and excluded from jury service, as has been the case in other parts of the country. Here, the issue seems to be more subtle, and the exclusion more systematic. It involves the means by which prospective jurors are summoned to appear for duty at the downtown courts. If they're never summoned, they never serve.
