We have this flush system in our toilet and it is one of the worst because it counts heavily on rubbers being aligned properly and remaining firm. In other words you will need to replace part often. Yes the Fluidmaster Model 300 is small and designed to fit anywhere but at the same time after awhile you get these problems:

1. It does not fill
2. The water runs into the toilet bowl when the rubber seal deteriorates

This is especially true in areas where there tends to be high chlorine content.

Model Fluidmaster

You should be able to clean it out by dismantling the parts and brushing out the chlorine if that is the cause for it not filling. For the rubber seal you can order online?
