I agree that they could be monitoring his computer but that's a bit exaggerated. All he has to do is get a laptop and make sure he does not connect to the internet. They can only know what you're doing when you're online.

Carter, 90, had a "Small mass" Removed from his liver earlier this month. At the time, he received a prognosis for a full recovery.
