Change for the sake of Change

Do you ever find that some politicians preach 'Change for the sake of Change' when in fact making a change may actually digress the growth of the country? I notice upcoming politicians do this a lot I guess because it is what they believe the people want to hear. Rarely will you hear a politician talk about improving a current trend but rather scrapping it altogether and starting over. It is like rebuilding a house every time someone new moves it, you never finish building.
