I've done some research myself on RAD, and it seems to be more common in adopted children that people realize... including myself.
It doesn't just affect children adopted from other countries either, it can occur in any abused or traumatised child.
The adoption agency have a get out clause for themselves by stating that they don't know how the children are going to turn out..and most adoptees accept this, because in reality nobody knows how their children are going to turn out, but by agreeing to this it gives the adoptees no legal stance when things go wrong.
I think full disclosure on the parents history mental and physical health is a good idea as well as alcohol use in pregnancy. If a child is older a full assessment could be made my the adopting parents to assess metal and physical condition and capabilities of the child prior to adoption.
No guarantee that issues may not rise later but might keep a child from being adopted then hated.
Just like your own children adopted children can go bad. It is more probable if the child was abused, the mother used alcohol or drugs wile pregnant or some other factor weighs in. It is facts like this if available to assist parents who want to adopt get a child that will be more like the norm.
