I just saw a video from the Ministry of Social Development showing a grandmother taking care of a special needs child and a guy telling her that she cannot keep the child 'locked away' because there are special needs schools available. I'm wondering... What special needs schools he was referring to because one size does not fit all. Maybe the focus was on hearing impairment because they seemed to emphasize that.

That's because the government, educators and even some psychologists / therapists thinks one size fits all. Just because you call a school 'special needs' does means it does cater for special needs, this is especially true in Trinidad where most things are taken for granted and mediocrity is considered normal.
