Something similar has been ordered to me, by an Indonesian doctor, as a therapy to get rid of an annoying tendon injury.
Almost everything matches, except the Ice. The doctor ordered me to put the foot in warm water for 10 minutes when I wake up in the morning and before going to sleep. But this is maybe because my injury is not so recent and, as always, I ignored it until it became much worse than it was supposed to be.
The name is also definitely a match: "Rice". Very appropriate here in Asia.
Ice is used to bring down swelling, it is mostly used in the initial stages right after the injury. Heat is also used for healing as it brings blood into the area and with the blood comes nutrients. Of course, I cannot say why he added that specific routine but I merely wanted to share that the RICE method is a common therapy and is used regularly by athletes.
