I see Theaton's intent now, and while it would have been fun to have two kingdoms, it would also have been a lot harder. We can give Theaton a small estate with a cottage out of town, and just assume that when you officially settle it, the costs to build and assets already on the land average out. Positioning it near the temple will place you 10-11 hours journey away from the fort, less if you build a road. Is that what you wanted?
Also the Marshall role involves scouting the countryside and rural settlements, or organising others to do it. That may be the role best suited to Theaton.
It's hard to say if Mykael actually met Iomeae in his dream or not, but in the morning he finds his - Akiros's - longword unsheathed near its scabbard. Had it fallen out during the night?
Oleg's reaction to Archival's is opportunistic, but not in the way you would have expected. While he would take a kingdom role, particularly Treasurer, if he must, he would rather invest upfront to gain benefits later. He offers 2 BP worth of goods, knowledge and influence over merchants if you promise to build a road up to his place within 2 years. Svetlana shares Oleg's sentiment.
The two guards, Maerrun and Tarak, say they may have offers from their families you might be interested in. They bid Oleg goodbye, now that he is safe from bandits, and head to their homes.
So now back to your reward - 500 platinum a.k.a. 5000 gold. Taking 10% off it is 500 into the party fund. The remaining 4500 is split 4 ways, each hero receiving 1125 gold!
Note noted, but it looks like we may keep the 3 BP together after all.
It is absolutely possible - nay - expected that you build multiple settlements under one name.

When Mykael presents his offer Hegin and Isa immediately begin passionately discussing who would make a better High Priest. Hegin states his relatability with people, especially of small stature, and his immaculate presentation. Isa quotes scripture as though it was read directly and argues that she is much more tenacious and works harder for longer hours.
Kesten indeed thanks you for capturing Falgrim Sneeg alive. He apologises many times for not getting your weapons in Restov. He says he will try much harder to locate an underwater crossbow for Archival. Meanwhile Theaton and Mykael may place requests for the weapons they want.
As the first settlers are putting up tents and starting their mud huts, you decide to head out to meet the Kobolds…
Out of Character: KNtoran, just to be on the same page as everyone, the rules they are referring to can be found in the last link in the first post of the Rules, Setting Question topic (Which I will get around to updating soon).
For context, in the original version of the rules, direct from the adventure path, the Royal Enforcer was called the Royal Assassin - evidently good kingdoms didn't want to employ one so they renamed it.
So this entire first month of Erastus will involve just preparing the hilly terrain to allow for settlement.

Theaton will not have any issues being the Marshal. He would make sure a road is commissioned to join the fort area to Olegs. It will skirt as much of the forest as possible and he will place his home not far off the road and close to the forest but still between the mine and the temple of the Elks. HE would want a place he can escape to be at peace. Plus he will commission the Fey to assist him with making sure nothing bad is in the area.
During the conversation with Archival, I listen to his concerns and nod my understanding. "I can see why you hold the stance you do. The issue with citing the laws of Restov is that they are more chaotic than lawful - thus their harsh punishments that did not fit the crime. It was your sensibility and desire for the common good that led me to suggesting we take a more lawful yet neutral stance. I would like to see us institute order, organization, and a code of conduct that protects everyone equally, without favor. It is important to not be overly efficient or deficient in an area, lest others suffer. We can still create laws that support the common good if we have the nation take a neutral stance that upholds the law."
Theaton ends up spending a bit of time with the cavalry archers Archival commissioned. They cover defence over certain areas, and their leader asks Theaton to cover the northernmost areas.
Oleg says he will be patient - investments always take time to mature.

One pleasant afternoon, the fort receives an unusual visitor.
The gnomish man admitted to the meeting room used by the new barons is short, even by the standards of his race. A large and wide nose dominates his face, and his eyes are a piercing blue.
He wears a bright green coat and leggings, and a dark blue cylindrical hat that adds nearly a foot to his profile. Both are decorated with intricate patterns done in silver thread. All of him is considerably more immaculate than one would expect after the journey needed to arrive here.
Upon having an opportunity to speak, he will grin, bow, and say, "I greet you noble barons. I am known as Kresnik Yimble, and I have been chosen to represent the interests of Jovvox, the jewel of Mivon. I come bearing an offer of support, but we should get to know one another first eh? Whether or not you accept the deal Jovvox offers, I am to remain here as an ambassador. That is of course if you feel I am an acceptable representative. You should know that I have no intention of sitting still in that role, I have many talents that I believe you would find to be of use."

During one of our regular meetings, I lay out a proposal for Mykael and Theaton to weigh in on. "Gentlemen, from what I have learned via the advisors, a strong economy is of the utmost importance in order to nurture the growth of our baronies. Promoting stability follows close behind that and the loyalty of the people will naturally follow. I have been giving it some thought and I believe I have a rough estimation of which individuals would fit best in each leadership role."
"Mykael has already recommended I take on the primary leadership role while also expressing interest in being a general. I can think of no one more stalwart to fulfill the role of leading our baronies armies if the need arises."
"Theaton, your ability to understand nature and be at one with it is almost fey-like. I would like to nominate you for the role of marshal."
"Zork would have made an excellent warden or enforcer, but due to his desire for privacy, I think Kesten would fill the role quite well."

In regards to the masterwork weapons offered by Kesten Mykael would prefer a masterfully crafted long sword that has Iomadae's symbol worked into it if possible.
"I am very glad to meet you all. The journey was quite pleasant actually, spent the last leg of it on the river. This is a beautiful land you are settling here. There was one incident with a few ruffians looking for easy pickings, but my escort chased them off easily enough. As for myself, there's not much to tell, I spent much of my life as a simple alchemist and astronomer. When I neared my hundredth birthday, I decided I hadn't seen enough of the world as of yet."
Kresnik continues to talk animatedly during the course of the meal, regaling you with often humorous tales from his past. He never brags about himself, but you gather from context that this individual is quite skilled in a variety of mundane and magical matters.
There is one odd event during the course of the meal. Kresnik's goblet jerks up into the air and starts spinning about. He grabs it and puts it back in place, muttering to himself. He spends a few moments using magic to clean up any errant stains before continuing with an apology, but no explanation.
"Now then, onto business. Jovvox is aware you've discovered gold in these lands already, and they suspect other metals may be present as well. To perhaps put it most directly, they wish to enter a trade partnership."
He pauses for a moment as if collecting himself, "They wish to offer basic arms and armor for your men, in addition to considerable manpower and material supplies towards the establishment of this settlement. (He goes on to describe sums that equate 8 BP) In exchange, they wish exclusive trade contracts, both on purchasing metals from this region, and in regards to selling smithed goods to here. I think you will be quite pleased with our products."
