Background: Tribes have had difficulty dealing with petty offenses on reservations, in part because sheriff's deputies enforce neither tribal nor county ordinances on issues like noise, vandalism and illegal dumping.

What's changing: Tribal governments are using gambling proceeds to set up their own enforcement efforts, hiring officers to write tickets and using a tribal judge to settle disputes.
