How does one go about setting up a Condominium Association?

In the states I would thing you would be wise to read the Condominium statute so as to know what must be done to form the association and how it has to be run as well as how to elect the condo board.
In Canada the Condominium act prescribes how to register and operate a Condo. The latest issue has been to push for individual meters for water, electrical and gas usage. It is part of the overall pressure to reduce utility consumption province wide.
