I think like any species numbers must be tracked and the numbers left known so that proper quotas and even size or sex of the catch mandated to ensure the whales are there for future generations to eat as well. I f this is not being done then the need to be shut down period.

In this day or age I believe that whaling is something that should be banned except for some of the natives who are not part of the modern era. We need the whales and hunting them down is going to make them extinct.
