Pentagon to delay accepting transgender troops into the ranks until at least 2018. The move by Defense Secretary Jim Mattis comes just hours before a July 1 deadline, set in the Obama administration, for the military to recruit transgender enlisted troops and to accept new officers. Ref. USAToday.
That's just because they do not want to deal with the issue of transgenders in the military right now. Making any kind of policy change right now will only cause a lot of problems in the Trump administration and they already have plenty of it. By keeping it in limbo keeps everyone quiet, for now.

This would cause zero problems in the Trump administration. In truth, it wouldn't cause all that much problems in the military. This is a bad decision and it because there isn't pressure coming from this administration to do this. The Generals will push back and study this to death. The right way to do it is simply say you have until July 31st, figure it out. They don't need to say anything else because if it comes from POTUS or SECDEF it is an order… done deal. Much like when President Truman integrated the military. He didn't let them study it, he simply ordered it and gave them a date.

This is a bad decision in my opinion. They cited costs but those costs are minuscule from what I've read. If people want to serve let them serve. I'm sure President Trump is listening to his generals, which he should do for military strategy. But they tend to be such a conservative group that change is anathema to them. Something like this is not a good time to listen to his generals.
Navy: Transgender sailors can still serve and get medical treatment until further notice. The Navy will not immediately discharge transgender sailors and will continue to provide them with medical treatment despite the tweets fired off by President Trump on Wednesday, according to an email obtained by USA TODAY. The email from Vice Adm. Robert Burke also acknowledges that Trump's announcement is "Causing concern for some of our sailors and that they likely have questions." Ref. USAToday.
