Will Obama use the Antiquities Act in Alaska like Clinton did in '96 in Utah?

Alaskans are concerned that Obama may use the Antiquities Act to give a wildlife refuge a restrictive designation. Ref. Source 9

Why would the Alaskans not be happy with the Antiquities Act if it restricts the use of the land (Inherently protecting it) so it remains preserved?

If the strip of land is as rich in minerals as I am lead to believe, many will be concern that private land will be stripped from them with little or no compensation. Also the pipe line might be closed down for good. Remember the pipe line could also be a fresh water source for southern USA were water will soon be worth more then any mineral.

Also if the government gets the land they may lock it up for now but in a few decades reverse the law and reap the profits for them selves.

But assuming it is good for the sake of good then let us protect the lands.
