Quran Justification of Terrorism
Which scriptures, texts or quotes do Terrorists uses as 'reasons' to commit terrorist acts?
A good question. First of all it has to be admitted that a non-biased reading of the Quran will reveal that there is no commandment for terrorism against non-muslims as a general rule. There are a number of verses ordering muslims to fight in self defense. The question is how does an organisation like AL-Qaeda justify islamically the killing of innocent people?
First ill direct you to the famous 1998 joint fatwa issued by several groups including Osama Bin Ladens Al-Qaeda and Ayman Zawahiri Egyptian Jihad group.

Most of the text is a rallying call for self defense e.g. several verses from Surat Tauba the 9th Chapter of the Quran is quoted. However these verses are limited in application to self defense and against non-civilian military personnel. The interesting statement from Al-Qaeda is
