Generally they are considered evil and will act accordingly, but they do have their own motivations so not every evil group will kill you and be done with it. If you can convince them that there's profit in other paths of action they may be willing to spare your life, cooperate with you, or do whatever they feel is in their best interest.
But, no matter what the situation, they most likely will not value the life of humans and their ilk.

Not really. When Oberon was doing guard duty and killed a raider that was a "Good" Act. Now he is the raider. Is attacking and killing Kobolds or Goblins a "Good" Act in the eyes of his society and / or his god?
If he sneaks up and bashes in the skull of a sleeping baby Ogre does that mean he is a hero who stopped it from growing up and threatening people or a cruel villain who slaughtered a helpless child?
Oh, okay. In general, kobolds, goblins, ogres, and such are considered more on the level of animals and therefore do not have the same considerations as 'society' does. Nothing you do to stop or eradicate 'evil' races will be held against you by society or the religious community. Unless, of course, your religious community is evil in the first place.
